Shortstops usually are the best fielders on the team, but unfortunately they don't always bring a big bat to the game. It's rare to have a shortstop who will provide much offensively, so if they're out there then it's important to grab one before they're gone.
Hanley Ramirez and Troy Tulowitzki are hands down the two best hitting shortstops in baseball, however they both are huge injury risks. Two of the last three years, Ramirez has failed to play 100 games. In Troy Tulowitzki's 7 full seasons, he has played in 126 or less games 4 times and in the last 2 seasons he has played a combined 173 games. If you're willing to risk a 1st or 2nd round pick on these two guys then you might be rewarded with a .320 avg, 25 home runs, 100-110 RBI, and 100 runs scored from either guy. However, if you fail to grab one of the top 5 guys, don't worry about this position until you have filled the other positions.
